    COLLECTIONS > PROJECTS > Deep Dive: Transhumanist Revolutions > Deep Dive: Transhumanist Revolutions The twelve scenarios in this deep dive are informed by transhumanism, portraying futures in which the human condition – our bodies, functions, and lives – and the features of societies are fundamentally transformed by technology. Even though scenarios are built along the lines of particular scientific and/or technological advancements, the discussion spreads over sociotechnical ensembles and the re-conceptualization of the relationship between technology and society by 2040. The work leading to this report started with a horizon scanning exercise to identify a series of technological innovations and scientific breakthroughs that may be considered key factors towards re-engineering human nature. In parallel, the authors explored diverse narratives regarding the human condition and significance in the world, dreams and fears embodied in the so-called collective imaginary, echoing through myths and fantasies to literature, cinematography and the wider culture. At the intersection of these explorations, twelve topics were selected and further expanded into scenarios. They are not intended to cover the full spectrum of themes regarding human enhancement, but present a relevant ‘sample’ of potential future trajectories. We propose these narratives as exploratory scenarios, describing futures where both positive and negative consequences are palpable. They are not normative, outlininga vision of the future deemed desirable. We invite readers to regard them as devices for imagining the future and debating the future. They aim to nurture a reflection on the dynamics of change, future opportunities and potential threats, and in doing so they contribute to future preparedness. Three types of scenarios were developed: The first type describe futures where scientific and technological advancements enhance embodied experiences : Sensory augmentation: extending human senses beyond the natural limits and adding sensorial modalities which are not native to humans. Sensory and brain stimulation, psychedelic microdosing: inducing altered states of consciousness, for healing purposes or for fostering new perspectives on being human. Molecular therapies for delaying aging; and new artificial reproductive technologies allowing people to be fertile until much older age. The second type explore futures where human capabilities are extended by embodying non-biological means : a significant share of elderly people using exoskeletons for prolonging active life, for maintaining their mobility or as a form of assisted living; brain-computer interfaces leveraged in semi-automatized work environments, to improve learning outcomes, and to control smart devices; Brain to brain communication supporting cognitive and emotion sharing, leading to the creation of ‘hive minds’ covering multiple aspects of life. Sign Up RELATED PROJECTS More Projects Unleashing the Potential for Competitiveness: Trends in the Western Balkans Commissioned by the RCC, the DLR-PT study "Unleashing the Potential for Competitiveness: Trends in the Western Balkans". It presents trends that are likely to shape the region's competitiveness until 2035. It examines the potential impact on inclusive growth and provides examples that could be useful for the economies of the Western Balkans (WB). Based on desk research, expert interviews and an online trends workshop, the DLR-PT's Foresight team prepared the study in March and April 2023. It provides stakeholders with evidence-based insights to prepare for future developments and help formulate effective policy options and strategies. The study focuses on four key areas defined by the World Economic Forum's Global Competitiveness Report 2020: the enabling environment, human capital, markets and the innovation ecosystem. Through desk research, qualitative interviews and expert workshops, it identifies trends that provide a comprehensive view of the likely evolution of competitiveness over the next 12 years, enabling policymakers to anticipate future challenges. The study provides a methodological overview of Strategic Foresight and delves into the trends within the identified pillars, providing a summary of findings and recommendations for future action. By highlighting the trajectory of competitiveness and its implications, the study provides policymakers with valuable insights to effectively navigate the evolving landscape and foster sustainable growth in the Western Balkans. 2736 0 Strategic Foresight in the Western Balkans: Recovery on the Horizon The report outlines three scenarios of possible futures for Research and Innovation (R&I) policies in the Western Balkans in 2035. Using a Strategic Foresight approach, the report supports policy makers in creating an enabling environment for R&I policies to thrive and in deciding on priorities for strategic investments for the future. The scenarios in the report are based on an extensive co-creation process with more than 700 R&I experts from the Western Balkans, representing academia, civil society, the private sector, international organisations, and central and sub-national governments. To provide inspiration for the implementation of future-proof R&I policies, the report also includes initial roadmaps. These are designed to inspire decision-makers by setting targets and the actions needed to develop their R&I systems for the benefit of all citizens in the Western Balkans. RePLAN is chaired by the Public Administration Planning, Policy and Foresight Competence Center (PlanAPP), in which the FCT participates. Duration of the study: The project was launched in June 2023 and will be concluded with the launch of the final report in April 2025. The document, available on the PlanAPP website, is a brief introduction to the 2050 Megatrends Report for Portugal, to be published by the end of year 2024. It presents, in a brief and preliminary way, the nine megatrends that are likely to shape the future of our country, with a general description and a list of the most relevant potential impacts: Worsening climate change; Growing pressure on natural resources; Diversifying and changing economic models; Diverging demographic trends; A more urban world; A more digital world; Accelerating technological development; A multipolar world and New challenges to democracy. The study, which was launched in mid-2021 and lasted almost two years, has been the most widely engaging foresight exercise yet aiming to support EU R&I policy. Through this broad engagement, the study did not only develop intelligence for the 2nd Strategic Plan of Horizon Europe but also contributed to the development of an EU R&I foresight community hosted by futures4europe.eu, one that is an asset for future R&I policies across Europe. The detailed description of the foresight work and the resulting outputs are available in the final report of the project. The foresight process in support of the 2nd Strategic Plan comprised a wide spectrum of activities: As a reference point for the exploratory work, the explicit and implicit impact assumptions of the 1st Strategic Plan were identified and visualised with the help of a qualitative system analysis and modelling tool for causal loop analysis. An exploratory analysis of forward-looking sources (e.g. foresight reports, web-based horizon scanning) was conducted to identify relevant trends and signals of unexpected developments. These were discussed in online workshops and on the online platform www.futures4europe.eu. An outlook on emerging developments in the global and European context of EU R&I policy was developed drawing on a major online workshop in autumn 2021 with some 60 participants, experts and policy makers, who worked with multi-level context scenarios and specific context narratives about emerging disruptions. On that basis and in close consultation with the European Commission involving another major workshop in February 2022 which brought together 80 participants, Expert Teams were set up to develop disruptive scenarios in five areas of major interest. Each team ran several internal workshops but also involved further experts and Commission staff in their work, both through the online platform and through a final policy-oriented workshop. The foresight work within the five areas of interest resulted in deep dives on the following topics: > Climate change, Research, and Innovation: Radical Options from Social Change to Geoengineering > Hydrogen Economy – A radical alternative > The EU in a Volatile New World - The challenge of global leadership > Global Commons > Transhumanist Revolutions Further areas of interest identified were explored through review papers aiming to capture major trends, developments and scenario sketches in relation to further disruptive developments: > Social Confrontations > Artificial General Intelligence: Issues and Opportunities > The Interpenetration of Criminal and Lawful Economic Activities > The Future of Health A third major workshop took place in October 2022 bringing together all the thematic strands of work and addressing possible R&I policy implications from this work. Participation in this workshop reached 250 individuals over 2 days. Building on the workshop, the online Dynamic Argumentative Delphi survey Research4Futures collected suggestions from almost 950 contributors from Europe and beyond about the implications of this foresight work for the priorities of EU R&I policy. This foresight study has been implemented through the Foresight on Demand framework contract, by a team of 40 experts. Carried out between July 2022 - June 2025, SF4S supports our transition to a more sustainable European economy by helping to address the lack of green, digital and future (i.e. sustainability foresight) skills among students and professionals and by connecting knowledge flows between HEI, VET and industry actors that are necessary for Europe to develop cooperative solutions on a large-scale and support the recommendations for action in the major reports and initiatives: Green Deal, NextGenerationEU, European Skills Agenda and OECD Future of Education and Skills 2030. This has raised concerns over the ensuing social, economic and environmental trends and related impact on the way supply chains are organised. In this context, the EU-funded ReSChape project will analyse social, economic and environmental changes and disruptions, including the COVID-19 pandemic, and evaluate their impact on supply chains.New supply chain models will be proposed, aiming towards a more streamlined supply chain process to assure humans (workers, consumers and in general citizens) to be at the center of the business also thanks to new digital technologies. The aim of this collaboration was to identify so-called social time bombs - in our definition, problems that will be significant in the future or are already known today, but not yet sufficiently addressed by the state administration. The learning process itself was also a framing goal of this collaboration, where the unit team wanted to learn some foresight methods and implement them into certain processes of the department's work. The project involved desk research, two expert workshops, expert interviews, and also working closely with leading experts on social issues to develop a set of social issue cards. The final list of social time bombs was used by the unit to define calls for grant programs for nonprofits seeking to address diverse problems through social innovation. Sign Up RELATED PROJECTS More Projects Actualization of Czech republic 2030 strategy The aim of this study was to serve as one of the inputs to the update and to initiate a discussion on the possibilities of updating the Czech republic 2030 strategy. In order to ensure that this strategic document reflects the dynamic developments on the global and domestic scene, mechanisms for regular reviews and updates of the objectives and measures have been proposed. Given the events of the last 3 years (especially the Covid-19 pandemic and the Russian invasion of Ukraine), it is relevant to review the relevance of the assumptions regarding the long-term development of the Czech Republic, which served as the basis for the original wording of the strategic objectives and targeting of the document. The role of České priority was to provide foresight exercises in order to reach two goals: Assess the relevance of existing goals: the problems and challenges facing society are changing and so are the definition of objectives for further development. The task of this section is therefore also to determine whether the original ČR 2030 goals are still relevant in the context of change and respond to the major challenges that society is facing and will continue to face in the coming decades. Identify blind spots: there may be issues or opportunities that the document does not cover - i.e. blind spots. The next task of this part of the update is to identify such gaps to increase the comprehensiveness of the document. The project was implemented in the form of workshops, which were attended by experts and representatives of public institutions and ministries. On the basis of pre-prepared scenarios of development, the participants had to identify the resulting challenges, opportunities and areas that have not yet been covered in the CR 2030. The list of these areas was subsequently consulted with representatives of public institutions. Foresight was thus used in this case to direct public funds more effectively, thereby addressing the problems that need to be focused on with an eye to the future. 21697 1 Smart Futures Tunisia – Exploring the digital skills of tomorrow (a foresight journey into the year 2035) Smart Futures Tunisia aims to explore what Tunisia and its digital economy could and should look like in 2035. For this purpose, normative future scenarios were created from which inspiring future job profiles could be derived. In a final step, recommendations identify options for action through which the envisioned future can be approximated. The results are based on a three-stage methodology approach: First, key thematic areas were outlined through baseline research and expert interviews. Second, a foresight workshop was conducted to create a room to elaborate on different future scenarios and job profiles while also developing a digital skills map and initially discuss recommendations. Third, the results were refined through expert validation loops and expert interviews. The future scenarios were created to explore what urban areas, smaller cities and rural areas might look like in 2035. A future is drawn in which Tunisia is characterized by smart and self-powered buildings, increasing e-mobility, and public services delivered digitally. Apart from that, digital progress offers the opportunity to provide more equitable education, to conduct various types of commercial activities via e-commerce, and to improve access to health. Such a future in its variety of facets has been visually depicted in the graphic above. Furthermore, future job profiles are derived on this basis. In a desirable Tunisian development, these will be found primarily in the areas of food production, fintech, e-commerce, health tech, mobility, ed-, gov-, and green tech. Specific job profiles range from farm drone operators, who operate and maintain drones that monitor, measure and analyze crop growth and health, to cybersecurity experts, who protect government data from digital attacks. To be prepared for the changing profiles, digital competencies need to be developed, which can be categorized into the following four pillars: digital literacy and data literacy, technology-specific skills, digital product literacy, and digital transformation literacy. After developing future scenarios and outlining future job profiles, recommendations were finally drawn up that will enable Tunisia to proactively strive for the future outlined. General recommendations manifest themselves, for example, in the promotion of a "digital culture" that includes all strata of the population in order to make appropriate use of the potential of digitization. A specific example of a topic area recommendation is to strive for leadership in green tech solutions. Here, it is recommended to promote green tech culture, for example by including environmental sustainability and green tech solutions in education and public campaigns. In addition to content recommendations, Foresight Journey recommendations aim to improve and deepen the methodological applications of foresight for potential future ventures in this thematic field. Smart Futures Tunisia is part of the Special Initiative “Decent Work for a Just Transition” Invest for Jobs of the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Digital Transformation Programme Tunisia of the Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. TechEthos, a Horizon 2020 project, wants to facili-tate “ethics-by-design” in order to push forward ethical and societal values into the design and develop-ment of new and emerging technologies at the very beginning of the process. TechEthos aims to produce ethical guidelines that can provide orientation for technology developers in the early stages of development. We spoke with project coordinator and innovation policy expert Eva Buchinger and foresight expert Wenzel Mehnert about their considerations on the outcomes and process of their project. Both are working at the Austrian Institute of Technology. How does strategic foresight fit into the work of the TechEthos project? Wenzel : Strategic foresight is about defining or creating knowledge to orientate actions in the present. If we want to develop innovation of new and emerging technologies responsibly, we need some kind of knowledge or guidelines to orientate our action. I think here TechEthos plays an important role as it creates those guidelines. Eva : Strategic foresight in the case of TechEthos contributes to ensuring high interest in ethical standards in the EU and beyond. Thus, we want to help reinforce the pivotal role of the European Union as an ethical trailblazer. Reconciling the needs of research and innovation and the concerns of society and reflecting them in ethics guidelines is essential for TechEthos’ strategic approach. Why should these vital concerns be at the forefront of technology design? Wenzel : New and emerging technologies always create new opportunities, such as generating wealth or general socio-economic benefits. However, they also present potential ethical challenges or unintended social consequences . In the context of disruptive technologies, there are always people who benefit from these technologies but also those who will lose. This is why we need to reflect on how to achieve a positive societal outcome. One way to do this is by constructing scenarios with stakeholders, thinking about positive visions. But often, these visions vary from one stakeholder to another. Tell us about your guidelines and to whom they are targeted. Eva : In TechEthos, we analyse existing ethical guidelines and frameworks and provide suggestions for their enhancement. We specifically focussed on guidelines related to TechEthos’ technologies - climate engineering, digital extend realities, neurotechnologies – and selected two guidelines per tech, which are in the process of enhancement that we are now finalising. Concerning target groups, TechEthos is a CSA (coordination and support action) and so it was clear from the beginning that we had to deliver orientation for EU policy makers. Another target group are research ethics bodies organised in institutions such as the European Federation of Academies of Sciences and Humanities (ALLEA) and the European Network of Research Ethics Committees (EUREC), both partners in TechEthos. However, our main target group are researchers from industry and academics. Wenzel : Another interesting target group are citizens. Because these technologies are still relatively new, but will impact society at large, citizens become crucial stakeholders. Therefore, it’s important to communicate these new and emerging technologies to citizen groups and also incorporate their concerns, which we have done in TechEthos. You have chosen to focus on three technologies: climate engineering, neurotechnologies, and extended reality. Why have you selected these technology families in particular? Eva : Our task during the first six months of the project was to select three technology families which raise ethical issues and have a high socioeconomic impact. Through a horizon scan we identified 150 technologies and narrowed them down to 3 with the involvement of 77 experts. Climate engineering, representing a branch of technologies from carbon dioxide removal to solar radiation management; digital extended reality, covering technologies related to the metaverse as well as natural language processing; and neurotechnologies, directly monitoring, assessing, and manipulating the brain’s function. During the development of this project, the emerging discussions on ChatGPT and the most recent UN conferences on climate change confirmed the relevance of TechEthos’ technology selection. What was the purpose of your TechEthos game? Wenzel : When engaging with citizens you need a low threshold activity that does not ask for too much knowledge or preparation. We created the TechEthos game that puts the players in the position of a fictitious Citizen World Council. The citizens were presented with one technology and had to decide which they want to support or not. The power of this game is that it really stimulates discussion right from the first card. At the end, we engaged with 330 participants, of which one third represented vulnerable groups. The transcripts of the conversations were then coded for “citizen values ”, which become important when addressing new emerging technologies, and which have been included in the guideline enhancement. What were some of the most striking concerns that key stakeholders had in devising these scenarios? Eva : One striking concern from the expert engagement in scenarios was that “technological fixes” must be balanced with fair social reforms. Citizens especially highlighted the values “equity”, “reliability” and “sustainability” against a media discourse that tends to utilise catchwords such as “cyborgs”, “green hydrogen” and “virtual reality”. Research ethics committees also emphasised the necessity of guidance documents for an ethics review based on pertinent principles. And it was also interesting to realise in the policy consultation that in the legal framing, the definitions for a legal treatment are sometimes very weak which makes implementation difficult. In an ideal world, how would you expect the future of emerging technologies to develop in the next 20 years? Eva : First of all, we have to take care that technology serves humanity and not vice versa. This has to be done by the interplay of various stakeholders; while we are witnessing how industry is shaping and paving the way, we have to take care that we implement proper regulation. In the next two decades we may expect technology driven disruptions around the world and in an ideal world this will become a win-win-win situation for producers, users, and nature on global scale. Wenzel : I hope that reflexive innovation becomes the new normal, and that involving relevant stakeholders becomes a paradigm in the development process of technologies. To re-duce their impact, it is becoming increasingly vital to anticipate their course. The Observatory of the Europol Innovation Lab (EIL) monitors technological developments, anticipates potential future scenarios, and performs foresight with the intent to foster innovative practices in law enforcement. Horizon Future Watch asked Mark Wittfoth, who is responsible for the Observatory, and his colleague, Diederik Don, for their views on the role of foresight for the future of law enforcement. How does strategic foresight fit into the work of the Europol Innovation Lab and Europol as a whole? Mark: The mandate of the Innovation Lab is to identify, promote, and develop concrete innovative solutions that benefit EU law enforcement. Our team was set up to help anticipate and detect relevant emerging technological developments, so that we can identify weak signals and help Europol and the wider EU law enforcement better prepare as the developments occur. What kind of research is the EIL currently undertaking in the field of strategic foresight? Mark: One of the things we do is technology scanning; we look at emerging technologies and try to assess the impact they will have on the law enforcement community, both in terms of the benefits as well as the threats from criminal abuse. Our most recent in-depth report was on the impact of large language models such as ChatGPT. Together with our operational experts we tried to assess the impact that this type of technology can have on law enforcement, how they might use it, how criminals can abuse it, and this will likely keep us busy for the coming years as the technology progresses. We are planning to do a more in-depth technology scan in the second half of the year, where we try to and rank technological developments based on the impact that we anticipate that they will have on law enforcement. How do these technologies make us rethink about the way we define crime and how to tackle it? Diederik : I think the most important thing to note is that crime itself is as old as humanity, but the technology and the way in which it is committed is different. We try to apply our understanding of the approach to crimes with what these new technologies might enable. Mark: Historically, criminals have always been among the earliest adopters of new technologies. Criminals are not bound by regulation or restrictions. They are very creative and looking for new ways, as Diederik said, to carry out the same types of crime just in different contexts or facilitated by technology. Again, using the ChatGPT example, within weeks after publication of the tool, there were some criminals already posting on dark web forums how one can use ChatGPT to carry out some basic cyber-criminal activity. This shows how quickly these technologies are applied. Importantly, we need to understand the technology to grasp how it can be abused, but at the same time, we also need to be able to use the same technology to investigate crimes, to analyse our data and become more effective, to keep up with changing landscapes. What are some of the most salient trends that have been identified in your strategic foresight activities that you believe will have an impact on your work until 2030? Mark: I think we will move away from AI being considered a singular technology, but something that really enhances and facilitates many other types of technological developments. In terms of how we can use it for law enforcement, there are numerous use cases that AI can help us with, but also how criminals might be able to abuse AI tools and new advances in, for example the area of generative AI, such as deepfakes. Another area that is not clearly defined is mixed reality, and we see that recently there is quite a lot of movement in that market. The tech sector is still investing a lot of money into this technology, and I personally believe all it takes is one breakthrough like we saw with ChatGPT and it becomes something that you know will become universal in society and consequently the demand will increase. What mechanisms does the Innovation Lab have in place to engage with various stakeholders? Mark: We work very closely with the Member States across the entire range of our tasks, liaising with key subject matter experts from the national competent authorities. As such, we are working with experts from law enforcement on issues such as horizon scanning and foresight, in which we can learn from each other’s expertise and pool resources. In addition, the Europol Innovation Lab is part of the EU innovation Hub for International Security. From there, we talk to other agencies such as Frontex, the JRC, the Asylum Agency, Eurojust, and the European Commission, so it is key for us to foster this collaborative aspect. The various stakeholders that we work with in foresight help to anticipate both positive as well as negative developments. We also maintain communication and collaboration with other entities in the internal security domain. Although we observe similar issues, our perspectives and priorities may differ, enriching our collective understanding and approach. This is a key added benefit of working within this network of different networks. If we identify a joint priority, then we might have a foresight report on it, for example innovative developments in the area of encryption or in privacy enhancing technologies. Then, each member contributes to the collective foresight thinking with their own work. So, we really try to share information, build up expertise collectively, and ensure that not everyone is doing the same thing separately. As technologies become increasingly accessible, the risks of criminal misuse may also rise. How does the Europol Innovation Lab collaborate with law enforcement and security agencies to pre-emptively mitigate risks? Mark : Our aim is to anticipate potential threats so that we can already today take the necessary steps to prevent or mitigate undesirable future scenarios. But we are also working on the more strategic level. For example, we discuss the ethical use of technology, not just the risks from criminals, but also how we as law enforcement can ensure that we consider all necessary ethical considerations when we're using technology. Our mandate is to serve the public, and for us to do so efficiently, we need to ensure that the public trusts us to protect their fundamental rights. So, it’s important for us to make sure that the ethical component has a really strong role, both in how we use technology but also in how we talk about technology. We encourage these types of debates and we try to be also role models in terms of having these on top of our agenda in the law enforcement community. Diederik: Foresight is only really useful if you really do something with the outcomes. You have the information, but you need to make it actionable, and this is one of the challenges. We're lucky that we have a network of experts that are doing foresight in the Member States. Our mission is then to concretise the work and try to implement the future scenarios that we anticipate. Throughout the process, participants focused on four future critical technologies that deserve particular attention: (i) quantum communications and cryptography; (ii) space platform; (iii) integrated photonics; and (iv) nuclear micro-reactors. These future critical technologies bear a high level of impact and a high probability of future EU dependency on others. For each one, the report includes a series of recommendations to address risks, challenges and future dependencies. Beyond the listing and analysis of key technologies, the authors summarised 10 clusters of topics related to technology development and adoption: (i) geopolitics; (ii) cooperation; (iii) investment; (iv) market; (v) skills and knowledge; (vi) ethical issues; (vii) regulations and standards; (viii) development of technology building blocks; (ix) twin transition and security of assets; and (x) data and communications. The reach of airborne pathogens and persistence of aerosolized particles suspended in the air are a significant concern for the spread of pandemic and seasonal respiratory diseases. This is particularly relevant in indoor spaces where most respiratory infections occur. Controlling the transmission of airborne pathogens is therefore a cornerstone of public health efforts to manage and prevent the spread of infectious diseases, ensuring safety and health for individuals and communities. Technologies that allow such control are essential to address the challenge. This report is the output of a comprehensive study which evaluates the potential of the current technology landscape for suppressing indoor airborne pathogen transmission. The analysis outlines two main technology groups: those for detecting airborne pathogens and those for decontaminating air and surfaces. It identifies several key technologies in each group, and assesses their maturity, impact, and potential priority for funding. It outlines the drivers, enablers, and barriers for the development and adoption of these technologies, providing insights into factors that may influence their future implementation. It also explores forward-looking perspectives with scenarios for future health crises and offers recommendations for policy and research to address the challenges and leverage the opportunities in the field of indoor air quality. It examines the potential impact on inclusive growth and provides examples that could be useful for the economies of the Western Balkans (WB). Based on desk research, expert interviews and an online trends workshop, the DLR-PT's Foresight team prepared the study in March and April 2023. Using a Strategic Foresight approach, the report supports policy makers in creating an enabling environment for R&I policies to thrive and in deciding on priorities for strategic investments for the future. The scenarios in the report are based on an extensive co-creation process with more than 700 R&I experts from the Western Balkans, representing academia, civil society, the private sector, international organisations, and central and sub-national governments. To provide inspiration for the implementation of future-proof R&I policies, the report also includes initial roadmaps. These are designed to inspire decision-makers by setting targets and the actions needed to develop their R&I systems for the benefit of all citizens in the Western Balkans. About Futures Consciousness The futures consciousness concept and scale has been developed by researchers at the Finland Futures Research Centre (University of Turku) and University of Geneva, with help from other contributors. Teach the Future received a grant from the World Futures Studies Federation (WFSF) and the Prince Mohammad bin Fahd University (PMU) to adapt the Scale for use by young people, ages 12-18. A paper on the project and results are published in FUTURES issue 12-2022. 15585 3 Foresight for Intergenerational Decision-Making: Empowering Youth to Shape the Future Imagine a world where young people are not just the leaders of tomorrow, but the co-creators of today. That's the vision behind the Foresight for Intergenerational Decision-Making initiative, a brainchild of the Big Brainstorm project run by the Unlock the Future coalition, under the umbrella of the UN Foundation. The Big Brainstorm is like a global talent show on ideas. Young innovators from every corner of the world come together to brainstorm, design, and launch initiatives to tackle some of the biggest challenges humanity faces. This year, over 2,000 young minds have joined the Big Brainstorm, with nearly half of them proposing initiatives to speed up action towards the Sustainable Development Goals (SDGs). Out of these, twenty initiatives were selected, and one of them is the Foresight for Intergenerational Decision-Making. The heart of this initiative is a toolkit designed to run multi-stakeholder Foresight exercises. Think of it as a DIY kit for the future, helping young people to build meaningful spaces where they can engage with adults, particularly decision-makers and the private sector, to co-create their vision for the future. The initiative is based on the belief that young people have innovative ideas and stories that can help shape the future. By using Foresight tools, they can engage in a process of co-creation, sharing their perspectives and visions for the future with decision-makers, and learning to anticipate both the opportunities and threats behind different scenarios. This summer, the toolkit will be put to the test different locations. It's like a world tour for the future, with young leaders from the United Nations Foundation’s Big Brainstorm leading the charge. The toolkit is being designed with the help of Foresight practitioners who have hands-on experience in intergenerational spaces and field experience in the Majority World. Currently, the forward thinkers behind the initiative have launched a global survey and conduct interviews to understand the fears and hopes of young people. Want to get involved ? The Foresight for Intergenerational Decision-Making initiative is a big step towards a future-focused approach. It aims to provide young people with a toolkit for creating meaningful intergenerational spaces, create a platform for adolescents, young people, and Foresight practitioners to brainstorm together, and showcase examples of good practice that can be replicated across the world. The initiative is open to all young people and their allies who are willing to contribute to its goals and offer fresh insights. Sign Up RELATED PROJECTS More Projects Unleashing the Potential for Competitiveness: Trends in the Western Balkans Commissioned by the RCC, the DLR-PT study "Unleashing the Potential for Competitiveness: Trends in the Western Balkans". It presents trends that are likely to shape the region's competitiveness until 2035. It examines the potential impact on inclusive growth and provides examples that could be useful for the economies of the Western Balkans (WB). Based on desk research, expert interviews and an online trends workshop, the DLR-PT's Foresight team prepared the study in March and April 2023. It provides stakeholders with evidence-based insights to prepare for future developments and help formulate effective policy options and strategies. The study focuses on four key areas defined by the World Economic Forum's Global Competitiveness Report 2020: the enabling environment, human capital, markets and the innovation ecosystem. Through desk research, qualitative interviews and expert workshops, it identifies trends that provide a comprehensive view of the likely evolution of competitiveness over the next 12 years, enabling policymakers to anticipate future challenges. The study provides a methodological overview of Strategic Foresight and delves into the trends within the identified pillars, providing a summary of findings and recommendations for future action. By highlighting the trajectory of competitiveness and its implications, the study provides policymakers with valuable insights to effectively navigate the evolving landscape and foster sustainable growth in the Western Balkans. 2736 0 Strategic Foresight in the Western Balkans: Recovery on the Horizon The report outlines three scenarios of possible futures for Research and Innovation (R&I) policies in the Western Balkans in 2035. Using a Strategic Foresight approach, the report supports policy makers in creating an enabling environment for R&I policies to thrive and in deciding on priorities for strategic investments for the future. The scenarios in the report are based on an extensive co-creation process with more than 700 R&I experts from the Western Balkans, representing academia, civil society, the private sector, international organisations, and central and sub-national governments. To provide inspiration for the implementation of future-proof R&I policies, the report also includes initial roadmaps. These are designed to inspire decision-makers by setting targets and the actions needed to develop their R&I systems for the benefit of all citizens in the Western Balkans. The project was launched in July 2020 and the final study was presented at the EU-WB Ministerial Meeting in October 2021. 5284 0 MEGATRENDS 2050. THE CHANGING WORLD: impacts in Portugal The digital brochure "Megatrends 2050, Changing World: Impacts on Portugal - a Brief Introduction" is now available. This is a publication by the Planning and Foresight Services Network of the Public Administration (RePLAN), as part of the activities carried out by the Multisectoral Foresight Team. RePLAN is chaired by the Public Administration Planning, Policy and Foresight Competence Center (PlanAPP), in which the FCT participates. Duration of the study: The project was launched in June 2023 and will be concluded with the launch of the final report in April 2025. The document, available on the PlanAPP website, is a brief introduction to the 2050 Megatrends Report for Portugal, to be published by the end of year 2024. It presents, in a brief and preliminary way, the nine megatrends that are likely to shape the future of our country, with a general description and a list of the most relevant potential impacts: Worsening climate change; Growing pressure on natural resources; Diversifying and changing economic models; Diverging demographic trends; A more urban world; A more digital world; Accelerating technological development; A multipolar world and New challenges to democracy. The study, which was launched in mid-2021 and lasted almost two years, has been the most widely engaging foresight exercise yet aiming to support EU R&I policy. Through this broad engagement, the study did not only develop intelligence for the 2nd Strategic Plan of Horizon Europe but also contributed to the development of an EU R&I foresight community hosted by futures4europe.eu, one that is an asset for future R&I policies across Europe. The detailed description of the foresight work and the resulting outputs are available in the final report of the project. The foresight process in support of the 2nd Strategic Plan comprised a wide spectrum of activities: As a reference point for the exploratory work, the explicit and implicit impact assumptions of the 1st Strategic Plan were identified and visualised with the help of a qualitative system analysis and modelling tool for causal loop analysis. An exploratory analysis of forward-looking sources (e.g. foresight reports, web-based horizon scanning) was conducted to identify relevant trends and signals of unexpected developments. These were discussed in online workshops and on the online platform www.futures4europe.eu. An outlook on emerging developments in the global and European context of EU R&I policy was developed drawing on a major online workshop in autumn 2021 with some 60 participants, experts and policy makers, who worked with multi-level context scenarios and specific context narratives about emerging disruptions. On that basis and in close consultation with the European Commission involving another major workshop in February 2022 which brought together 80 participants, Expert Teams were set up to develop disruptive scenarios in five areas of major interest. Each team ran several internal workshops but also involved further experts and Commission staff in their work, both through the online platform and through a final policy-oriented workshop. The foresight work within the five areas of interest resulted in deep dives on the following topics: > Climate change, Research, and Innovation: Radical Options from Social Change to Geoengineering > Hydrogen Economy – A radical alternative > The EU in a Volatile New World - The challenge of global leadership > Global Commons > Transhumanist Revolutions Further areas of interest identified were explored through review papers aiming to capture major trends, developments and scenario sketches in relation to further disruptive developments: > Social Confrontations > Artificial General Intelligence: Issues and Opportunities > The Interpenetration of Criminal and Lawful Economic Activities > The Future of Health A third major workshop took place in October 2022 bringing together all the thematic strands of work and addressing possible R&I policy implications from this work. Participation in this workshop reached 250 individuals over 2 days. Building on the workshop, the online Dynamic Argumentative Delphi survey Research4Futures collected suggestions from almost 950 contributors from Europe and beyond about the implications of this foresight work for the priorities of EU R&I policy. This foresight study has been implemented through the Foresight on Demand framework contract, by a team of 40 experts.
